Take money from your account for what? Where did they get your bank details from?

I have arrears and I am in the process of sorting them and they know this and was told if anything the next step would be to get a letter from them and go to the office nothing about taking money from my bank account. I have only gave the council my bank details sherif officer has never been given them.0
