Husband worked in Norway for 4 years was told he was 3 months short of being eligible for a pension there? Not sure if he was told the right thing and what the laws are there but seems abit harsh. I am not sure if he even contributed to a pension of any sort at that time. He has windsor life pension plans and a plan from the usa. The USA retirement has fallen by 3 thousand pounds. We are unsure of what to do and would like to speak to a knowlegable person. We have seen an advisor at the bank but their knowledge seems very limited. Any advice on where to find someone who could help and wouldn't cost a fortune

Bank advisers are tied agents to sell insurance products rather than full financial advisers. You are not going to get the service you want from them.
You may not get much from an average IFA either as the minute you work abroad you are potentially chargeable to different tax regimes and environments which are uncommon to many advisers. Have you checked his state pension position. he can make voluntary contributions to the UK state pension at the very cheap class 2 rate for the period he was away. It's also possible that Norwegian conts may count towards the UK pension, check that first.
