With the value of houses dropping quite a lot recently does this mean that everyones houses are in the wrong band?

No - CT bands are based on the value of the house in 1992 (or 1991 I can't remember for certain). In the case of new houses built since then an estimate is made of what they would have been worth at that date.
I think in Wales it's different as they have had a revaluation since then.
If you believe your house is in the wrong band you can appeal but you must do that within a short while of moving in.0 -
1991 is the date of valuations0
