A bit of plaster of paris painted with some poster paint mixed up with PVA glue to strengthen it would do the job. Just put a paper clip most if the way in before PoP dries so you have something to tie the string to, old yoghurt pots (the smaller ones) would do for moulds?0

A small block of wood - sanded and painted or varnished
OR
A small box with a small bag of Sand in it
Ive had both of those from a 'professional balloon company' but for there to be a need for the weight the balloons have to be filled with Helium? Regular balloons and puff dont float so no need for the weights.Love is the answer. At least for most of the questions in my heart,

I've made them out of rocks, wrapped in nice cellophane then tied with ribbon before.

Just use another balloon uninflated with a small amount of sand or gravel.

If you are making up party bags for the kids, use these, just tie a balloon to each bag and give each child a balloon and the party bag when they leave.

You could do little bags of sweeties wrapped in some nice coloured cellophane.0

Are they for on the table or just around the house? If they're not on show, some gravel wrapped in some fabric would do.
Otherwise, sweets wrapped in cellophane would be ok for the table.

there are only going to be 6 of them (pamper party) then off to pizza hut. Back later and she can invite who she wants over to play and i'll do a lil tea buffet thing and just put some music on.
The balloons will just be placed around the house in no particular order or fashion.0 -
I had a formal dinner which due to budget reasons resulted in me making my own table settings. We used helium filled balloons for string we used left over silver wrapping ribbon (the curling thin stuff) and for the weights I used cash bags (but any small bags will do) filled with a weight (I used rocks and my loose change jar). These were covered in tissue paper with the string wrapped and tied around the top.
