psv/pcv license cost

Hi all,
My husband is interested in earning some more money. A friend has told him that there is work for him evening and weekends driving a minibus, but they cant afford to pay for his psv/pcv (not sure what the difference is) license. Ive tried to look on the net but being blonde cant find the info I want. My question is: How easy is it to do? What is it likely to cost us? How does he go about it?

If he is driving a vehicle that takes over 9 passengers there is also Driver CPC to consider.

Im not sure how may seats are in a minibus, but got a feeling whole thing is a non starter. Thanks anyway.
