Should employers pay staff for "Snow" Day

Can I have people's opnions on whether employers should pay staff for Monday if they were told not to come to work? My boss said he will pay everyone but they must take it as a day's annual leave. When I expressed my astonishment (I must admit I assumed without question that everyone would be paid) he said he was astounded…
