Late in the day blonde moment

Hi,
Just trying to work out or monthly expenditure to see what amount the OR will consider 'surplus' for IPA. We are currently paying £150/ month on credit cards (min payments, of which only £20 is off the actual balance  ). Is this classed as expenditure or not ? If it is we have just £140 surplus and can prob get it under £100 (and possibly avoid IPA?) if tweak some guestimates. If not then our surplus is £300 and will prob face a substantial IPA.
Any advice appreciated.
PS. Can someone post the link where i can see the sliding scale for IPA payments please.
Many thanks :o
