Can I claim back NI contribution?

I might have this completely wrong (:rotfl: ) but I was wondering if after the end of the financial year I can claim some NI back.

I work part time in a PAYE job and have NI contributions taken, all fine and dandy.

I work part time self employed and pay extra NI (class 2??) . I seem to think that if your self employed work earns less than x amount in the year (around £4k?) you don't need to pay the extra NI and can have a certificate. However, I thought I would do and have paid it each month. I now know that I won't be earning more than £4k and am wondering if I'm entitled to claim this NI back? :confused:
