Should I inform my trustee that my ex has not paid child support for our daughter for the past 4 years? Will he be remotely interested in this?

If you do not have it as an income, then do not put it on your SOA. It does not ask what you have been "awarded" it asks what your income is - it is not, presently, income. If your OR asks you outright about any award, then tell them the truth - an award is in place but he has not paid a penny.
Obviously, under the same guise, if for any minute chance your ex suddenly starts paying whilst you are BR, you will have to inform your OR.0 -
