New temp contract -help?

I've just been offered a temp contract. I haven't had this type of employment before. I thought I'd done well to negotiate a deal of £15 per hour but now all the paperwork has come through and they keep some of that back to pay me holiday pay so my real hourly rate is much less than I'd expected. I still need to take the job but I just feel ripped off or at least mis-lead by the agent. I was quite clear before I agreed to go for the interview about the minimum annual salary I was prepared to accept, now I'm on much less.
Is this normal practice?
I should add, it only became clear that the terms were on a "temp" contract basis after I had agreed to take to job rather than as a employee on a fixed term which is what I was definitley lead to believe.

They only hold the money back because it's law that they have to. It's still your money, and you'll normally be paid it as a quarterly or yearly lump sum, or when your contract with them is fulfilled.0

thanks for your reply but I'm confused because it states in my Contract that the difference between the basic rate £13.60 and the premium rate £15 is held back so they can pay me £13.60 whilst I am on leave so I will only ever get £13.60 x 37 hours a week x 52 wks a year equivelant annual salary = £26,166 not £28.8k as I thought.
Am I sill getting this wrong?0 -

Hmmmmm... it all sounds a bit dodgy to me!
I'm temping at the moment and my agreed hourly rate is NOT affected by holiday pay. As I'm currently earning the lowest hourly rate I'm prepared to accept, there is no way I'd allow an agency to deduct any of it under the guise of paying me for my holidays!
It takes me around 3 weeks to accrue 1 day's holiday and it is paid at a slightly higher rate (a few pence more – literally!) than my standard hourly rate.
As a general rule, agencies charge companies an extra third on top of your hourly rate to cover their costs, and in the case of my agency they've added on a bit more again (I saw their invoice to the company I'm temping at) which appears to pay my holiday pay without either me or the agency losing anything...If I don't respond to your posts, it's probably because you're on my 'Ignore' list.0
