Is a tax code (basic rate) alterable to take in to account trade union fees (PCS) ?, if so by what %.

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

Some "professional subscriptions" which includes some Union subs are allowable. There is a list at http://www.hmrc.gov.uk/list3/list3.htm which you need to search by occupation. For eg, Nurses can claim for RCN membership but not, as far as I'm aware, other union membership.
AFAIK there is no fixed %, depends on what the fees are. If you can't find the Union you're a member of listed under your occupation I would check with them.

PCS subs are not classed as a professional subscription so no tax back on them unfortunately.0
