Br Rent Arrears

Hello I wonder if anyone may know the answer to this.I had a letter from my local housing authority saying I owe 720 pound rent arrears from 1999.I told them that I have not heard from them in 9 years how could they contact me now demanding payment in 7 days.They firstly told me that it could have been 20 years and they would still get a DCA involved.Iinformed them that I was made BR in october and they said rent arrears would not be included and I would still be required to set up some kind of arrangement with them.I then called the OR to ask them whether or not this would be in my BR to which she said yes and so I faxed the correspondance through to her but have had more contact through from them saying in cannot be included in my BR.Please could someone tell me where I stand.As far as I was aware if you had no contact for over 7 years they could not ask you for it anyway.

Yes they will be included.

Send all details to the OR and send a copy of the invoice and your BR notice back to the council with a letter telling them of your BR and in respect of the debt to contact your OR only. Also ask for them to confirm the matter is closed in writing and send it recorded delivery. I have had issues for an alleged benefit overpayment on-going for almost a year now and my council are still asking for the money!

Would they also be statute barred as the debt is nearly 10 years old and they have not contacted me since then.
