Tax relief on rental income, and abroad

We're moving abroad soon and hoping to let our house.
We've been told we can apply for tax-free rental income because we'll be non-UK resident.
We've also been told that you can apply for tax relief on repairs to the house that you make in order to let it out, and also on your mortgage interest on a house that's let.
- If we're receiving rental income gross, can we claim the tax relief against OH's salary? He will be paid in the UK (and pay UK income tax) whereas when I get a job it will probably be taxed locally in our country of residence. We own the house jointly.
- If eligible, will we be able to claim relief on 2009/10 income, even though the expenses will have been incurred in 2008/9?
I'm also curious as to how far back we can claim for repairs? We basically rebuilt our conservatory last year as it was falling down, but haven't 'improved' it, we received the invoice in December, and the house will hopefully be rented by March.
We're new to anything other than basic PAYE so would be grateful for the benefit of anyone's experience.

You can only set expenditure against the income of the year it relates to and only against the letting income, not other income.£705,000 raised by client groups in the past 18 mths :beer:0

I assume your partner is in the services so may be covered under SOFA or similar.

Cook-county - yes he is. What's SOFA please? The only thing under our sofa is dog hair!
