Remortgage Advice

Hi, I am currently in the process of remortgaging by using an independent mortgage adviser who came up with quite a good deal with another lender so I started the application. During the application process I was offered a better deal by my current mortgage lender so I went back to my mortgage adviser who then did another search for me and actually came up with an even better offer (% rate) with the company that he originally found me but he is now saying I need to pay and additional upfront fee of £199 for this. He also apologised because apparently I should have been on an automatic seach thingy that would alert him of better deals, but I somehow got missed off this.
Should I be paying the additional £199 fee in addition to the booking fee?
