Late rebates... any guidance

Rebate for 2004/05 has not been paid so far, it seems. I contacted NICO in November when tax office enquiries showed no employer's return had been recorded with them as it should have been early in 2005/06. I spoke to NICO, someone there suggested sending a copy of my P60 (obvious thing, really, that's what it's there for) but after it got to them they just queried and said that they would not need to take any followup action over the non-recorded earnings until after the end of the current tax year.

Is this good enough (effectively they have decided to ignore what an official tax certificate is telling them)? The local tax office's atitude seems to be: "get back to the employer and get them to tell us what you are telling us" (maybe they would accept a P60 as proof of something and shift themselves...?)

Anyway, can anyone point me to some official source of guidance on what the system is supposed or required to do in what timescales aside from the somewhat insouciant tone of Her Majesty's tax officers?

    Your employer should have submitted a P14/P35 Annual Return to NICO by 19 May. This is a standard NICO deadline i.e. the 19th of the month following the year end (6 April) or month end.

    The various leaflets are here but your payroll people will be only too familiar with the deadline!

    It could be that it's been submitted but there are queries. I'd be staggered if NICO/HMRC have not received it and take no action - they're pretty hot on this and tend to turn up unannounced if employers don't comply!

    Explain to payroll that you've not had the rebate and that NICO say they have no annual return and see what they say.

    On a separate note, I've seen posts elsewhere (maybe here?) from others who've had no rebate yet and the problem seems to be with NICO - no surprise there then ;)
