Q1: forgetting to list a creditor / Q2: Council Tax

Q1. I was issued my Bankrutcy Order last night. This morning I just had one of those sharp 'I've forgotten something' moments and, having re-checked through my paperwork, I realise I've failed to list an unsecured creditor. Am I now still liable for this debt or can I phone the OR to manually submit the details?
Q2a. The above debtor is my Council Tax. I had a 'Notice of Issue of Liability Order' issued on 24th October last year. I came to an arrangement whereby I paid my remaining amount in four installments, on 31st October, 30th November, 31st December and 31st January. I have borrowed money from family to make the first three payment. I am insolvent and cannot pay the final payment at end of this week without borrowing again.
Q2b. If I can include Council Tax, what are the implications of this? I didn't include my electricity supplier and worked out a very reasonable payback methord as I didn't want them to cut me off. What are the council likely to do? Will my bill for 2009/2010 that is raised in April be expected to be paid in full in advance? If I'm likely to end up with a £1000+ bill due for immediate payment in April I will just try and borrow my current final payment.

In addition... I currently live by myself and am able to claim the Single Person 25% Council Tax Relief/Discount. If declaring bankruptcy with this year's payment structure would result in the Single Person deduction being refused for the following years then that would become quite a serious financial blow. Does anyone have first hand experience of this?0

You just write to them your BR details and tell them your OR's details and a copy of your BO. Send it recorded so you can prove it arrived.

As for your electric you are favouring a creditor. They cannot cut you off. The worst they could do is put in a pre-payment meter but most don't because of the expense.

Funny you mention the pre-pad electric meter, I did try that but didn't realise I actually needed physical access to the meter, I thought it worked in similar fashion to payg mobile phones, in that you just add credit over phone/internet etc. When the man turned up to install the meter, and I explained it was in the basement of the shop next door to the shop below my flat, he explained it couldn't be installed and was none too pleased with me! But the electric company were pretty understanding, and worked out very manageable weekly payments and haven't added any additional surcharges.
