phoenix ex rsa endowments

I have 3 policies that were with rsa I believe they are now managed by pearl.
Now that Phoenix resolution have milked them I'm on the verge of calling it a day and cashing them in view of opinions given to others here.

Could anyone give me their opinion on my situation before I decide?

I spoke to them on Friday and the agent stated they were currently paying 23% terminal bonus but this could change by the time my policies mature.
I made my mortgage repayment sometime ago currently paying 2.25% tracker and I have a outstanding balance of £28900.
I'm thinking of investing most and clearing a loan that I am paying with an interest rate of 6.9%.
