please help, mortgage fees

Hi,
Right, don't know how to start this, but i'll try.
I have a mortgage with Northern Rock, last year, they wrote to us to say that we were at the end of our deal, and it would be wise for us to go elsewhere and find a better deal, so off we go, and we decided on the Royal bank of Scotland, since we are customers of theirs.
This was in March, and from March til November, we waited, and waited, and chased up, but nothing was done, so November, we went up to them and started to do a new one as the adviser left the branch, we decided on a fixed 5 year, and they said they needed 2 years of our accounts, we gave them it, and asked that they return the 2008 accounts as soon as they photocopy them, but they could not find them, and it took 3 weeks for them to get them back to us, then a surveyer was sent out, and we waited, and every time we phoned, they never got back to us.
I don't remember signing anything, but in December, i just told them it was too much bother, and since they dragged things on for so long, i wanted to stop this remortgage, the mortgage adviser said that she would speak to someone, and after about a week and a bit, they got back to me, and said, sorry, even if you cancel and get a new quote, you will still need to pay the £699 fee!!
Is there really nothing i can do, since the surveyer already came out?

    I suggest you put your complaint in writing to them........for your next mortgage use an independent adviser they will manage the whole process avoiding all these delays
