Quick question regarding monthly outgoings on SOA

Want to get my Statement of Affairs totally correct and prevent any hold-ups. Perhaps I'm a bit stressed and being over analytical here, but with regards monthly outgoings that aren't made every single month of the year, what is the general rule. For example, my monthly council tax bill is £110, but that is only 10 months of the year. So would I put down £110, or multiply it by 10 and then divide by 12 to get my actual monthly cost? Likewise quarterly electric bill, I assume I can just divide that by 3? And water rates, which are spread over 7 months, add them up and divide by 12? Hmmm, perhaps I should have listened to myself and waited until I was less stressed before starting to write this out.
I'm now wondering what happens about my electricity account. I've just had my latest bill from them, do I need to include that on the form? I'd rather try and borrow the money from someone to get it paid. If they become part of my bankruptcy, won't they then cut off my supply?
