so let me get this straight I don't have to send the letter, but can if i want. Or i can just stop paying untill they provide the CCA?

You don't have to send any further letter. They are still bound to comply with the original request. Until they do, they are not entitled to enforce the account.
If you have heard nothing or are still getting hassle then some people find it handy to send that reminder. It is your call considering you circumstances.
The same on stopping or continuing payments. You may decide to stop, but you may also decided to continue bearing in mind that they may still produce a CCA at any point. Even after the 12 days, it would then become enforceable again if the CCA is valid.
