Prizefinder.co.uk - scammers?

In a moment of madness, a friend used prizefinder.co.uk to check premium bonds. [edited to clarify it is .co.uk and not .com - thanks josie301!]
He then thought "hang on, this doesn't look official".
So, I tried it myself with some random numbers - quell surprise, I hadn't won, but what I HAD won was a whole load of new spam to a unique spamtrap throwaway address I'd setup just for that.
So, be warned.... we called NS&I and told them about the site; it sounds like this wasn't the first call they'd had recently, and they are "investigating and will write to him if they are concerned".

To be honest I would never use any site other than NS&I for checking my numbers
And just to clarify:
