    I take it that paycuts can only go down as far as minimum wage?

    Yes, any changes still have to be lawful and not below NMW.
    Sorry can I just clarify as am quite confused (!) - can an employer put forward a pay cut such as suggested, whilst keeping to the contracted hours, eg proposing a 40% pay cut yet saying employees must continue to work 40 hours?

    Yes they can propose that. As part of the discussion you propose you work less hours.
