Best PatG mobile for N.Ireland/Ireland & GB.

Hi all,
My cousin is coming over for a holiday and travel through various bits of the british isles. She wants to buy a pay-as-you-go phone once she gets here (that'll be somewhere in england or scotland I think). She'll probably need the handset as well as sim as I doubt very much if her n.american phone will take our sims.

So...
1. she obviously needs a phone that'll work both in UK and Ireland. Do some PayG phones have international calling blocked or disabled?

2. Are there any networks with special uk-ireland call charges? I think vodafone ireland had a special ireland-n.ireland rate, and maybe o2 ireland but I don't know if the UK branches of these ever brought it in something similar.

I'm sure if there is some special n.ireland-ireland deal that needs to be bought in N.ireland, I can manage that and get the phone to her.

Basically, I want to find out which network is likely to be the best (cost efficient). Probably best for her to stick to o2, orange or vodafone. I'm not sure how improved T-mobiles coverage is for over here. Maybe tesco (are they still using the o2 network?)

She'll probably make future trips over here, though there could be a couple of years in between, so holding onto the handset would probably be a good thing.

(I haven't used payg here, I'm on a contract. And I've been out of the country for a while, thus my current lack of knowledge.)

    You could get her a southern irish O2 PAYG which would allow her to recieve calls in both ROI & UK free of charge but calling out may be expensive.
    Likewise 3 UK or ROI offer the same "recieving" call flexibility but not sure on coverage. The other option is for her to look at using a "Global Sim" that she can use world wide. There's loads of companies offering these, google is your friend.
    Most PAYG phones will be unbarred for international calls as they stand to make more money from you.

    If you get a UK O2 phone you can add the Ireland bolt-on for £1.99 a month.
