back in the hands of the csa!

after 3 months of a private arrangement i have called the csa for a reassessment (was a nil when i first applied last sep as nrp wasnt working)
I was considering doing this back at the beginning of dec as a cheque arrived hand delivered to my dads several days after it was posted and i was gettin lots of exscuses.
we set up a so for januarys payment which didnt arrive when i expected, someone had got my account details all wrong even tho i text them and he read them out to me on the so form!!
somehow this was all my fault and i got a few nasty voicemails calling me anything and everything and informing me that he decides if he pays the money or not!!
i dont see him and have only had contact with him to sort this out, he doesnt ask about our son, didnt even send him an xmas card
there is one thing i fear that may hold it up, he moved just before xmas and i dont have his new address but the address the csa used to contact him before is his parents and i know he stays there every other weekend, will this be a confident address as he hasnt informed them of a change? i dont want him tryin to pretend he didnt get it
