DSR & reclaiming money for unjustified handling charges

Hello,
I ordered recently from a supplier some items over the phone with a follow-up email to him afterwards and cancelled them via email later on the same day. It was agreed for me to organise the shipping ie to get a courier to pick them up from their premises. However, when I ordered, the business owner claimed a direct transfer may take up to 5 working days and I did not receive an email/notification on the day I cancelled confirming that the items are ready to be picked up. Unfortunately I had already paid the order between the two emails by direct transfer, thus I had to contact the seller/business to refund me the money. When he did, he deducted a 10% charge for handling, packing&unpacking. The T&C on his website don't say anything about returns/cancellations and possible fees incurred.
So far he has ignored further emails from me where I pointed out, that the purchase comes under the distance selling regulations and hence he must refund me in full.
How can I reinforce the refund? (The outstanding amount isn't small, but too small for a small claims court).

"traders are not allowed to deduct a restocking charge or administration fee for returned goods"
And as yours have never even left the trader, even less reason to attempt to charge you!Don`t steal - the Government doesn`t like the competition0
