HSBC...are not helping by charging Interest

My Sister has a debt of just over £2000 with HSBC.
She has been ill and off work for over a year and had to stop making her payments of over £30 per month and wrote to HSBC to tell them that she would pay £5.00 per month and could they stop the interest to help her with her debt.
They cashed her cheque for £5.00 but continued with the interest and after a couple of months wrote to say that she must make £x amount to bring her account into order and if she does not they will pass her account to a DCA.
She wrote back using Martins template to say that she could not make that payment amount and would have to continue with her £5.00 per month, which they have been accepting and could they freeze the interest.
They have again written an identical letter, asking for £x amount, continued with interest and state that they will pass her account to a DCA if she does not make the requested payment.
She has written to explain that by keeping interest going was not helping her to sort out her debt problem, that she can still only pay the £5.00 per month.
Does anyone have any advice for her?
Is she doing the correct thing by making the £5.00 payment and asking them to freeze the interest?
Do HSBC ever freeze interest?
