Recycling confusion!

Here's a good one for you... we put our recycling out every fortnight. Paper and card in a green box, plastic bottles and cans in a blue bin. There are apparently fines for getting it wrong and fines for overfilling the bin so that the lid doesn't shut, I assume due to safety reasons. Before the lorry comes down our road, a representative bin man walks the road, tips the contents of the green boxes into as few blue bins as possible, often the lids won't shut as a consequence. Then the lorry comes down and has fewer blue bins to tip.
I'm not disputing the fact that fines are in place, neither am I disgruntled at the fact the employees have devised a time efficient manner of working. What I don't get is why the two exist alongside eachother!

I think that might be a good idea. There has been a particularly long lag time today between dispatched bin man and still no lorry. I imagine should a council representative happen to find themselves down our road now there'd be a few fines issued.0

And with that the lorry came... and the goings on were partly explained by a flyer attached to recycling bins saying we can now mix paper, card, cans and plastic bottles - how exciting! No doubt the flyers will be in next fortnights collection bins... oh no silly me they're on shiney paper!0
