pension woes

I have been living abroad (Australia) for a little over 2 years and I have a small UK gov pension with the pcsps. I have been in contact with the relevant department (who were not much help) took 2 months to get me a quote for transfer which expired a week after it arrived
The most helpful thing they did was say I could only transfer it to a qrops, which I kinda already knew. The the pension itself is not worth an awful lot and definately wont keep me in tea and coffee when I am old and grey. The question is can I release some of the pension funds to invest now, if so how.
