I had to do a write up about it for one of my clients not too long ago. Basically, to prevent people on FT or temp contracts all claiming the temp workplace and getting the mileage allowance, they put a few rules in to stop them.

E1. If you are on a temp contract for 10 months and your perm workplace is place A, but they send you to place B to work and you are expected to be there for your entire contract, you do not qualify.

E2. Same as E1 but you are expected to be at place B for only 5 months and then return to place A, then you qualify while at place B.

E3. Same as E1 but at month 8 your contract is extended for 10 months (total 20 month contract) and you will stay at place B till the end, you still dont qualify.

E4. same as E1 but your contract is extended at month 8 for 10 months (total 20 month contract) and you are expected to stay at place B till month 15 and return to place A for remaining 5, you qualify from the moment the contract is extended till month 15.

This rule is not retro-active so for any time you did not qualify, you will not be able to claim for that time if you suddenly qualify.
