Have you applied to any Housing Associations too? The Shelter website (I think it's in the sticky at the top of the page, if not then use a search engine) has links to which HAs operate in which areas. If there are any in your area, it may be that some will accept an application to join their waiting lists, provided you're on the council waiting list. Of course they're hideously oversubscribed too, but nothing ventured, nothing gained.
