Possible BOE discussion

Hi, I'm new to the forum but do read regulary and it is a great place for info. I thought I'd ask your opinion and would like to speak in laymans terms (although I appreciate the subject is very much more complex than I see it).
If the interest rate is so low, so people are not getting as much interest on their savings, and banks (generally) do not pass on the BOE interest rate cuts to people with mortgages and don't give much support to first time buyers; when will the econony actually "kick start"?
My fixed rate (A&L) ends in June and the SVR is higher than my rate now so I'm a little concerned!!
