Staff laid off and still not paid !

My friend got a job and had only been there for 2.5 months before the parent company decided to close that particular branch down.
Everyone should have been paid 31st December. He rang the head office this week and was told there had been a hold up with the payment as the foreign parent company hadn't transferred the cash to the UK. He was however, assured payment would be in his account today. The money never arrived and I have advised my friend that it may be time to change strategy.
Instead of requesting/reminding the company they haven't paid him I suggest he switches to "recovery mode" and starts trying to RECOVER the money from the company.
Can anyone advise on what channels he should pursue ?
