Allergic to cotton wool??????

My ds is 2 and has had really red chapped rosy cheeks from birth. Everyone notices and comments on them (bless!)
I have tried normal moisturers, e45, vasaline, hydromol cream, no cream. I have stopped using fabric conditioner and use Surcare washing powder. I have asked the hv about his cheeks but they just fob me off. However a difference hv told me today it could be because he is allergic to cotton wool, as that is what I wash his face with (cotton wool & water).
She advised to either use a natural sponge or a cotton flannel on his face.
I have tried to goggle 'allergic to cotton wool' but it doesn't bring anything up. I have never heard of anyone being allergic to cotton wool, especially as they all advice to use cotton wool & water instead of baby wipes.
Is anyone out there allergic to cotton wool?

You may find cotton wool isn't actually made of cotton. I'd say it was worth a try, purely from a moneysaving point of view if you use a flannel it must work out cheaper!
At that age, after meals I would get a clean j-cloth, dampen it, wipe child's hands and face, let child get down from table / highchair, then wipe up the mess left behind. Throw j-cloth into washing machine, job done. I kept one colour for children, and a different one for full-on cleaning. I'm sure they're not made of cotton either, and it's not particularly a recommendation, just a suggestion for a substitute for the cotton wool.Signature removed for peace of mind0
