Horlicks refill pack pricing

We went to Sainsbury's today to get some things, amongst them a refill pack of Horlicks Light 500g. I was amazed to find it was now no longer about £2.01 but now £2.49, exactly the same as the tub of the same weight! I checked www.mysupermarket.co.uk when I got home to find Sainsbury's, Tesco and Ocado (why is Waitrose called Ocado?) were all the same.
Why should a refill pack that must be cheaper to produce, and take up less landfill when disposed, be the same price. They ought to be encouraging the use of refills.
By the same token I don't understand why there are no longer refill pouches of washing machine liquid.

Know its off topic, but Ocado is not the same as Waitrose- Waitrose have a home delivery service but its not called Ocado, its called Waitrose at Home or something, they are not the same company- confusing though!
Am not so shocked at Sainsburys after watching Tescos mess with the price of the Options Hot chocolate, raising it over 130% in price!
Indirectly I now buy this from Waitrose- its not that much cheaper, but still chepaer then Tescos, and I also want to make a stand against buying something with a price raise % higher then British Rail!0 -
I remember a while ago the Sun Maid raisins refill pouch was more expensive than the ones in the plastic tupperware style container!
and yes they both contained exactly the same amount!
