Looks like this is similar to tvlinks, they were raided, arrested and the site shut down in late 2007 / early 2008. It is easier for the authorities to go for the web site owners than the individual downloaders but that doesn't mean they wont.
The legal sites that offer this type of service usually charge a nominal fee which they then pass on to the industry in the usual way therefore the download isn't free (sky, itv and bbc for example all offer an online service to catch up or watch programmes and films you've missed but these have already been paid for by the network.)
