Husband is making Delia's Pate recipe. It calls for 2 level teaspoons of mustard powder, which we have run out of.
How much english mustard should be used in its place?

Yes, it should be fine, although you might want to reduce the liquid elsewhere by the same amount.0

2 teaspoons of mustard would dilute to about a half teaspoon of made up mustard so maybe just over half a teaspoonJohn0
