Am I eligable for council tax reduction

We purchased a new build property back in August and are basically living on a building site ! there is no street lighting, pavements and road are in poor condition due to the building work. There is the obvious constant to and frowing of heavy vehicles and noise issues and during the day it is almost impossible to park our car at the property (even on our own drive at the side of the house). and I havnt even started on the mud and dust which cake the pavements, road, windows, wall and door of the house .........
We have tried to address the issues with the builder (Bloor Homes) and they have tried to accomodate our concerns, bu at the end of the day they say "it is a bilding site". We were prepared for some issues living in this situation, but we didnt realise how bad it was actually going to be. Bloor expect the site to be completed by September next year !
I have spoken to the council and there is nothing in place to offer any help or a reduction to cover this situation, but I have been advised to write to the relevant department.
I just thought I would ask here if anyone has any help or advice that i can add to my correspondance with the council

No, you are not entitled to a reduction in your CT. Surely you knew that the site was still under construction when you moved in (clues being half built houses and lots of builders everywhere)?Gone ... or have I?0

just received confirmation from council that we will get a reduction. just with regards to the street lighting issue !
dont know what the reduction will be yet though
And "yes" we were aware that we would be living in stranger than usual conditions, but having not been a resident on a building site prior to this, we were not prepared for some of the problems that have occured. have also spoken with the site manager again today (since posting this) and they are going to ensure that the road/footpath is cleaned with street cleaner and that our parking issues are addressed0 -
Are the council going to reduce the amount of CT you're paying just because there is no street lighting? If so, this is most unusual.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

I've never heard of a council actually reducing because of street lightning issues, we certainly wouldn't in my dept.
There's no statutory legislation which covers Council Tax reductions in this case so any reduction given would be purely a gesture of goodwill from the council.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
