    Hi all just a quick message to say that I called Swale council again....

    And good news!

    I spoke to a very helpful man, and I outlined some of the details that other people have kindly posted here, (for example no requirement for a doctors letter). He listened and then said he would do whatever he could to help, firstly by discussing the case with his manager - he said he would call me back tomorrow....

    Five minutes later he called back, stating he had spoken to the manager and that they were going to apply the class I exemption and that my mother would soon receive a refund of £165!! :T

    Result! (finally)
