Anyone recognise 05557801

Obviously it's not a valid telephone number, but it is the CLI that the caller is sending. I have been called repeatedly by them over the last few weeks, I don't bother answering calls when I don't recognise the number, and I'm usually at work when they call anyway.
I wonder whether thay have contravened any telecomms regs by using a false CLI.
Any idea who they are?
