Council Tax Payments After Leaving a house

Hi,

I hope you can help

My friend is being chased by the council to pay a month council tax despite leaving her partner and the house due to an event which was instigated by him.

Her ex called the council after she left and got the 25 percent single occupent discount.

My question is this, is my friend legally obliged to pay the council tax for the period she was not living in this house (the time period in question is the month she left, she left right at the beginning of the month)

My friend is distraught that her partner has passed on her details to the council and that they are chasing her for a period she didn't even live at the house for.
