Who do i complain to

Hi i am having a problem with a debt collection ageny called rockwell they are chasing me for an old credit card debt with Halifax for which i had an attachment of earnings and paid the debt off back in 2006. I have told them this and they persist in chasing me even the halifax have called them and told them this whilst i was in the brancg but still keep getting letters off them chasing money. They even sent statements from 2002 showing that the balance was outstanding which it will have been then as i didnt pay it off till 2006.
Anyway now to the point in the bundle of statements i received were statements for another lady with all her personal details on full name address date of birth and credit card number. Now my first instinct was to write to this woman at the address provided but the statements are dated 2006 and dont want to write their incase she no longer lives there.
But i do want to get Rockwell who have pestered me for so long for money i do not owe into a spot of bother now i have the chance so who would i write to with regard this breach if data protection.

I made a complaint to Rockwell and few weeks ago and I wrote to the below address.

I marked it FORMAL COMPLAINT. I sent it recorded delivery so I knew it was signed for. I did get a response from one of the Team Leaders. However, I was merely complaining about an incompetant member of staff, yours appears to be a serious breach of the Data Protection Act, and could be construde as harrassment if you've repeatedly told them that you are not this person. Perhaps you may want to inform the Ombudsman as well.
