Are there any minimum annual holiday entitlements that you are allowed or is it at the discretion of the company?

4.8 weeks per year - this includes bank holidays. Increasing to 5.6 in April.
If you work Monday to Friday all year this would be 24 days - there are 8 bank holidays, so if you are required to take them off its 16 floating days plus 8 bh's.
Part time workers are entitled to 4.8 of their weeks, so 4.8 x 3 days a week, or whatever.

He works 5 days a week but he finishes at 1pm on a Friday.

I would suggest he looks at what his contract of employment states.
I have some colleagues who work 3.5 days per week, so I divide their 'entitlement' by 5 and multiply it by 3.5 to get the total no. of days they can take. but I don't know how this employer would work it: maybe they expect people to take a full week of holiday each time rather than odd days?Signature removed for peace of mind0 -
The fact he finishes early on a Friday should make no difference; to book a week he would have to book 5 days off. To book off Friday he would have to book a whole day off - well every company i deal with (Recruitment Agency) who have a working week like that do anyway, and i would assume he is contracted to a 5 day week, and has a perk of finishing early as many Factories do.
If they wanted to take into account the half day they would just do 4.5 days x 4.8 instead of 5 days x 4.8, and the actually time he could take off would remain exactly the same because when his days worked out to be more he's have to take 5 days for a week, and if they use the lesser figure he'd only use 4.5 for a week. That make sense?
