Not 0203 - they are non-London and possibly non-UK.  They are offered by BT to businesses who want to be able to offer calls to UK/London based customers for local charges from a UK landline.  I'm a customer of one Austria based business who have a 0203 number - if you phone it, someone in Vienna answers it.
