Goverments confused?

The whole economy baffles me at the moment as governent want
banks with restrained lending and increased capital less risk
want to spend our way out of reccesion on budget and building projects
want banks to lend more
want banks to lower rates and be more underatanding deffered morgage payment of 2years? Is this mad or fair?
They want uk consumers to carry on spending however sales not been much use to us or vat cut minimal as have no money to buy?
Even if they cut base rate to 0 people will still save if they lost their jobs or worried about job future.
Or us dfws will spend money on paying off debt which will lead to finacial freedom from banks wouldent that be nice.
However government seem intent on us to keep spending at any cost?
Surly the cruch would make people have more sensible attitude to money.
So are they mad? Im consfued how their contradictions will help.
Is all the stuff in news just talked have they helped anyone other than banks?
They keep saying plenty of jobs but many lower paid then people used to get.
They want to help business? how excatly if middleman wont play ball
they boast about lower prices which forcing many out of business as only so low discounts can go.
Food ditto no vat anyway and price wars just impact on supplierss like farmers getting less.
Petrol fallen because of price of oil fallen not taxes they act like its all them.
