    It's only against the rules if he charges you a private fee, AND claims it on the NHS.

    But there's not really any way of you finding out what he's claimed on the NHS form.

    It's quite OK for him to do an NHS exam, charge the NHS fee for that and replace the filling privately with a private fee.
    How to find a dentist.
    1. Get recommendations from friends/family/neighbours/etc.
    2. Once you have a short-list, VISIT the practices - dont just phone. Go on the pretext of getting a Practice Leaflet.
    3. Assess the helpfulness of the staff and the level of the facilities.
    4. Only book initial appointment when you find a place you are happy with.

    Maybe that's what he is doing. I paid about £80 for the last one.

    My S-I-L has had loads of white fillings on the same basis. She is always very happy and says her dentist is excellent.
