Apex Credit Management HELP

My partner last year (before we were together) started a home learning course anyway cutting a long story short the debt has been passed to Apex Credit Management, he has been paying a fixed sum for 3 months via direct debit but has had a phone call from Apex asking can you pay off the debt today he replied No so they reduced debt by £125 which he still could not pay so the guy told him we want a financial statement from you within 7 days otherwise we will take this to court. Also if you do a financial statement we will want another one in 3 months also he said we will send you a rejection of offer letter!!!!!.
Help please do i have to keep doing these statements and what should my next port of call be.

I'm on a DMP with CCCS and have a reveiw every three months which involves doing an SOA

i thought if you were already paying every month the payment agreed carried on until the debt ended. A review after 1 year is reasonable but after 3 months........0
