Charges for Paying by Debit Card

Hi there, My partner currently has a outstanding debt witha Baliff - he is trying to pay the amount in full using his Visa Debit card. However, he has been advised that there is a £27 charge to do this. As it is officially 3 debts merged into one, they are asking him to pay this charge 3 times? They have akready aded 3 baliff charges for 1 visit. Is this right?
