When you are taken on as a casual you don't go through the selection process and pass the literacy and numeracy tests therefore cannot be made permanent. Fixed term appointments go through the full selection pocess and do have the opportunity to become permanent, subject to business needs etc. I believe that in days gone by casuals did have the option of becoming permanent but not anymore.
I also start work in a jobcentre next week!

I started with DWP as a casual went through the whole recruitment procedure back in 1994......still here 14yrs later!0
