Council TAX want my previous addresses since 1993 (15 years!)

In 2007 I moved to Scotland/Glasgow from England, paid all my council tax, and then moved back to England in 2008.
I overpaid my council tax in Scotland, but they are requesting my entire address history for 15 years before they give me my refund.
This request seems ridiculous. Apart from being very hard to produce the list, surely there must be a) some legal limit on the extent of personal information councils are allowed to demand, and b) how far back any council could pursue outstanding council tax bills.
I'm assuming they are attempting to check for unpaid council tax, (for the record, I don't have any outstanding council tax bills anywhere); but it still seems like an unreasonable request.
I'd be interested to know if anyone has any pointers to the legal position, and if it is effected by being across countries.

Council Tax debt can be pursued indefinitely provided a Liability Order was granted within 6 years of the bill being issued. If the Liability Order is not granted then they can pursue you but they have no legal backing.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
