I'd recommend Kuala Lumpur. There is a good shop in the airport and a couple of good ones in the KLCC Suria mall (by the Petronas Towers).
Also, you could goto Chinatown and pick up a few fakes for fun. I got a good fake Breitling (they tend to have cheaper fakes at the front and more expensive fakes at the back - although it was still only about £20) 18 months ago and it hasn't missed a beat. Fantastic quality, nice and weighty. I've got a fake Rolex I've had for about 3 years as well and that has also been perfect. These were from a "friend of a friend of a friend" who has a stall there and he gave us good ones.
It's not all good though, my wife has a couple of fake Rolexes that lose time a bit (but they were cheaper ones). Good, cheap fun though! I went back with about 6 in a suitcase as presents!0 -

Most jewellers will give discount on most swiss watches, expect for certain Rolex models.
How do you haggle though? I have been looking at Tag's lately, but now I think my favourite is an Omega. I mentioned the online prices and they said they could not price match. What else can you say to that? This was in Beaverbrooks.
Edited to add that when I mentioned the price being over budget (which it isnt, just wanted to try and haggle) they just mention 0% interest credit.0
